It turns out that after the Right Bank Ukraine separated from Russia, the ruling Ukrainian Socialist Party (unexpectedly? Comrade Petliura is also a socialist) confiscated the land originally belonging to Russian landlords and rich peasants, and then divided it equally among the landless and small-scale Ukrainian peasants.
